Does this work on a xbox 360

Duh, it's an xbox 360 controller.

is this an official microsoft controller?

All the answers that say this is an official controller are old. Mine, received 12/1/15, is a cheap knockoff.

Does this work with Windows 8.1 computers?

It should, It works on windows 7. Once you plug the 360 "WIRED" controller into your computer, it will instruct you to download drivers for the controller. Also check the game requirements. You can ask the question to your computer and it will connect to many answers. I don't have games on my 8.1, but when I attached to 360 wired controller it gave the same message as my windows 7.

Is the end cable USB or do i need a USB dongle for PC use?

The controller comes with a USB adapter, so you do not need anything for PC use! I also use it for PC games only.
