Will this sharpen my pocket knife and able to reshape the tip of it that is damaged from tip hitting ground?

This Chef' sharpener can sharpen your pocket knife for sure. For the broken tip of your knife, It depends on how damaged the tip was. If it was broken badly then I'm afraid the sharpener can not help to regenerate a new tip for the knife but can only sharpen its blade.

will this sharpener sharpen serrated knives?

Yes, it does - the tungsten carbide slot can sharpen knives with larger teeth. However, we don’t recommend using it on micro-serrated edges.
