Why does my wet bar pump under the sink does not stop running ?

I think you need a check valve installed. It allows the water to pump out, but prevents backflow back into the basin causing your pump to cycle on and off.

must the water source be higher than the inlet to be self prime?

The water enters the inlet and when the water reaches a certain height within the tank, it activates a switch to pump the water out. The water level at self prime is well below the inlet port.
