will this mount be high enough to clear a standard picatinny rail with a 50mm scope

Yes, I have a 40mm scope on my AR, and it has over 1/2 inch clearance between scope and rail.

Is this mount 0 MOA ?

Not sure I am following the question - kindly trust the following will assist: "0 MOA" refers to accuracy of a scope as opposed to the scope-mount. AD-RECON mount is dependent upon the rail to which said scope is attached; and second, the scope itself. The scope, after the scope is mounted should be sighted in to preference (e.g., 100 yards, 200 years & so on). Every mount should follow the manufacturers instructions to mount to a fire arm. In short, all mounts are designed to align to the rail for accuracy, but are not characterized as "0 MOA." Scopes are characterized as "0 MOA."
