Q: Being a novice in dealing with bike racks, in the multiple buyers opinions is this a very "sturdy" rack? With the price that is a concern.

I have 2 of these racks. I drove from Atlanta to Salt Lake City at 80+mph for most of the trip. I had no problems on my 2000 mile trip. I continue to use the rack weekly and after a year no complaints.

Q: How big of a Tire can it fit

This rack will not hold a fat bike tire, or even a plus tire. After seeing the previous answer, I decided to purchase the rack. My tires are 27.5x3.0 and hang over the edges of the rail 1/4 on both sides. I would not purchase this rack if you run anything over 2.6 width tires.

Q: Will a 61cm frame road bike fit in this rack?

I'm pretty sure it would. I used it with a 56cm and a 57cm (the latter more appropriately measuring about 60cm), and it was able to handle them OK. It's a little hairy with anything that doesn't have a frame made of tubes (such as some carbon frames), but in terms of size it's pretty accommodating of bike size.
