I did not observe a country of origin imprinted on the bar. I assume it is made in the US.

Q: Can a civilian own one of these?

There is no law, that I know about, in any of the 50 states, which would prohibit ownership. It is not a weapon. It is a tool, a specialized pry bar.

Q: Does it have some nickel content to keep it from rusting?

It's a "Halligan Bar!" So why do you care if it rusts? It's only going to be easier to grip. If you don't want to get dirty rethink why you need this tool.

Not impressed with this bar’s finish. Type of steel, no idea but it does have some weight behind it. For the price it is under the quality you would expect.
