It won't completely drown out the noise. They will hear more of a humm or mumble. But it definitely makes a difference.

It will reduce any kind of ambient noise. That said, it will not do that job well. It’s meant to reduce sound reflected between your inner walls, not reduce sound coming THROUGH the walls,

The idea behind foam pads is to absorb sound to stop it from bouncing. Think audio enhancements, not soundproofing. In your example, they won't do much as they are not directly exposed to the sound coming at them and cannot absorb it. The artwork would block them and, depending on the framing and artwork, possibly reflect the sound.
