Q: Are the pom poms supposed to be balls? Or flat on one side ?

They come as flat cut pieces of tissue paper. You have to pull the pieces apart and open it up into a full ball.

Q: Can the happy birthday sign be swapped for a congratulations sign to make it more suitable for a baby shower, rather than a birtday?

Do you have the letters for congratulations? As this wasn’t an option for this kit. The banner letters are not attached to the ribbon, you have to string them yourself.
