How large is the actual dressing pad ignoring the border

This item is MedVance™ Silicone Foam Dressing without Border so all the size is actual Silicone Foam Dressing 15 cm X 20 cm.

I would say no. Light water maybe ok, but a good soaking no. The information leaflet doesnot specify waterproof.

Can this be used over a storma to absorb the leaking? And also delievered by tomorrow?

No, this is not the best product to use with this case . You can try high absorbent dressing. The silicone will not be adhesive after connect to an exudates.
