Best option for Mig gas
I looked at all possible options including purchasing a used tank from craigslist or a tank from a welding supply store. Ultimately this was the best deal. I took the tank to my local Airgas and they filled it for me.

Good Tank, ISO Markings confused me
After the internet told me to be suspicious, I was.Tank markings are ISO, not DOT as listed. Isn't a problem, but just thought you should know

Nice tank but it is NOT DOT stamped anywhere.

No problems exchanging
I took it to Airgas and they took it without any problems no questions asked.It didn't matter if it had a nitrogen label or not as long as the DOT is stamped.
