Sorry, it could not. It only has a grounded outlet socket.

Can I use these for radiators?

If your radiator normally plugs into a normal 13amp socket I don't see any reason why you couldn't use these to switch them on and off on a timer. You'd need to make sure there was enough room for the radiator to work safely since it would be coming on unattended, i. e. Nothing too close or covering it since that might be a fire hazard.

Can these be used with a touch lamp even if the lamp starts in the on stage?

The switching is purely mechanical. To answer your own question plug your lamp in to a switched mains socket with the power turned off. Turn the switch on . If the result is what you want then these will do fine. If the light comes on when you don't want to then these are not for you. Unlike some electronically switched timers these will not affect the operation of the touch switch.

Is it true that these don’t make any sounds? Are they quiet enough to use in the bedroom?

Yes they are quite enough for a bedroom. Beware, of the three, one fused and burnt out ( threw it away ) one works but loses time and one works perfectly.
