Q: Can you attach non-xlab bottle cages to the turbo wing?

Yes. Standard cages will mount just fine.

Q: have wings made for the cervelo seat post, have swtiched bikes and need the wings that flair to attach to the saddle. which are these?

I have both kinds of XLAB wings, one for my cervelo seat post on the TT bike and one for the saddle of the road bike. The unit pictured attaches to the saddle.

Q: Can this be used in combination with a gopro saddle rail mount used to secure my rear facing camera?

Functionally, no. I believe you would be able to mount both at the same time (it would be tight) but when you add a cage and water bottle it would obscure most of the camera lens.
