Can you drop the top shelf down a couple hundred mm without the stability of the bench being compromised?

Yes you could, likely making the bench even more stable (lowering centre of gravity) but the way that this is designed, the four Leg posts would stay at the standard height. If you wanted to make this permanent you could angle grind the excess off. I would make sure to install the bottom shelf in any case as this has a greater impact on stability.

What is the height between lower and top surfaces? I have a drawer unit that I would want to place on the lower surface. Thanks. Tony

You can raise or lower bottom shelf just bear in mind stability of whole unit photo is guidance only, if you raise to high then bottom unstable, legs will spread!
