I would think so. I have a RAV4 and fits mine with extra space on each side. Left and Right sides expand out some.

Would this fit a 2013 nissan rogue? 16in or 12in?

I would measure and then check the pictures, they show height and min/max width

What if you have 2nd row captains seats? Will it extend vertically to the bottom so dog can’t go under it?

No. This is as you see it - 12" or 16" tall depending on the variation you select. There are other things you can buy to block the area between the seats.
