Does the finish resin "cure" the laminating resin? if so how many coats are needed to seal the lam. resin? Thanks

Finish resin contains wax which enables the resin to cure. Laminate resin does not contain wax so it will not cure this enabling you to layer the cloth. When you are done building up you put in a finish or wax included resin.

How much does it shrink?

TotalBoat Polyester Resin shrinks a little as does all brands of polyester resin. Depending on your project, the odds are high that it is negligible and won't affect the outcome. Epoxy resins shrink less.

I poured 12oz in a vase encapsulating something and it didn’t dry clear like water. It’s still purple after 20 hrs. What did I do wrong?

You used the wrong resin. This is not casting resin, surfboard resin or tabletop resin. A better choice would have been an epoxy, casting resin. A better choice for a surfboard would be surfboard resin.
