Q: Is it supposed to come with the slits for the labels? Because mine didn't...

The folders delivered today have slits, and came with clear plastic tags to fit in them, and cardboard for labels. Just what you'd expect.

Yes. That size will fit. I measured and the actual folder is 11.75x9.25.

Q: Do the hanging hooks come with it or are they sold separately?

Hanging hooks come with each folder the hooks are Incorporated at each end of each folder
