You don't. It is not a tool that can be turned off or on. You have to apply manual pressure. There are not batteries or chips or mini circuit board.

Where is this manufactured?

I have reviewed the booklet, the device, the battery compartment, and the removable ends and it does not state anywhere where it was made. It’s a Meridian Energy Pen W-912 user manual. Inside it states you have just purchased a Wochuan Acupointer. I hope this is helpful?

Are 'Instructions' included ?

Yes there is a manual that shows where trigger points are, how to clean the device, what gels you can use, why different things could be felt and how to fix them.
