Q: Will this work on a 1/4 inch shelf depth with an uneven surface?

Based on my use with half inch thickness, having a smooth surface will probably be best for optimum adhesion unless you also use a supplemental adhesive to make up for the uneven surface.

Q: does this work on beveled edges?

Yes, since there is some adhesive on the top. I used them on a piece with beveled edges and they’ve stayed in place very well.

Q: Is it suited for outdoor use?

Although the adhesive seems to be durable, it’s life would probably be shortened by the outdoor variables. I enjoy their utility indoors, but would not recommend for outside for long-term.
