Q: Does this device mechanically switch both data & power ? if you leave headphones or web cam connected, will it switch off both data and power ?

The red LED port is power only. The other four ports are standard USB with two data lines and +/- power pins. All ports have toggle buttons that switch them on and off. If you plug in a USB device that uses data pins and is recognized by a computer as a USB device, switching on and off via the port's button will switch it on and off as a recognized USB device and, at the same time, switch power to whatever it is on and off as well.

Q: Blue lights stay on w/o the AC adapter, so all blue ports are getting their power from only one port on the computer, not externally powered?

Yes it will run all four ports from your one port w/o the power adapter. However you don't want to use them all at once that way or run devices like a disk drive that will draw a lot of power. Once you plug the adapter in it will power most of the load on all four ports.

Q: Can this hub be powered by the usb cable, without the power supply?

Yeh, when using low-power devices, such as mice, keyboards, flash drives, etc., can be used without the power supply; if you use high-power devices,it is recommended to connect the power supply to stabilize data transmission; To use the red fast charge port, you need to connect to the power supply for use（Devices that do not support quick charge protocol can only perform normal charging.）

Q: The "note" causes a question. will my bluetooth device or my dangle mouse work ok? when you say "near" please provide a dimension 2 inches or 2 feet

I've plugged my wireless devices and even my bluetooth adapter and usb wireless adapter into the port and they worked fine, but this is not best practice. Weird things can happen if one or more of the devices connected sing the hub goes into suspension (power saving feature, see your power plan), causing other devices on the hub to become unresponsive. Best practice is to plug them into their own port on the computer. Neither should require usb 3.0.x.q version 1.4qg 2x4 or whatever idiotic naming scheme the USB-IF is using now, so I'd suggest just pluggin those into any usb 2 ports your system has
