Carry is not pull-back. Bong-bong is also included in the package and it is pull-back.

Can toto tow the buses?

That looks like the one I bought my son. Yes, the boom on the back of the tow truck has a little area at the end of it that you can place the front bumper of the buses on. Then the child can push or pull Toto and the bus follows along. The disappointing part (at least for me) was that the boom does not fold. It is one solid piece that moves up or down at the hinge located at the back wall of the cabin. It would have been nice if the boom also folded with a hinge at the top corner which forms the "right angle".
