Q: Waterproof? Water resistant? Does rainy weather have an impact?

It's NOT waterproof , it's no more water resistant than all the others claiming the same thing , it should still function in a light drizzle but anything more i think you will have issues. I have taken it apart there are NO seals of any kind or any other features that would make it more water resistant than any other model .

Q: How long do the batteries last? what is the run time when it is on max brightness?

On maximum brightness (all three lights on) my unit is pulling 1300 mAH. The cells provided are labeled 2200 mAH. There are two batteries connected in parallel. Two times 2200 mAH equals 4400 mAH. 4400 mAH divided by 1300 equals 3.38 hours. However as the voltage drops the amps being pulled also drops. You are probably looking at 3.5 to 4 hours on high. But don't run your cells completely down. It will drastically shorten their lives. As soon as you notice any dimming at all, stop and recharge or swap out the cells for a charged set.

Q: Can you purchase a second set of batteries And charge them without the headlamp unit? So you can use the headlamp and charge back up batteries? Link?

Yes you can charge a battery outside the headlamp, but you need an external 18650 lithium-ion battery charger, you can purchase this on Amazon, just search for the "18650 lithium-ion charger" https://www.amazon.com/s?k=18650+lithium-ion+charger&ref=nb_sb_noss_2
