Can they be used for attaching card stock to card stock for card making?

Probably but they are very strong so if you want the pieces to detach it might rip paper or light cardstock.

Yes, a black out curtain should hold without problems. I would suggest using at least 12 dots however.

According to the Velcro product page, this package contains 500 sets of the hook and loop 3/4 inch diameter “coins” to use the Velcro parlance. I bought these to attach LED replacement lights in ceiling pot light cans and they worked great. They held well, were not visible and are make it easy to change the LED light down the road.
