Q: Is this for a pair of springs and include a pair of PSP-19 poly spring pads?

Yes, per pair, they incluTde the pads. These took me about 30 minutes to put on, use a floor jack under rear bumper or reese hitch to lift body higher over wheels for room, do not have to remove wheels for installation. I used a large quick grip clamp to bring the end of the spring down and hold it to put in the shackle bolt.

Q: I have 2013 f150 crew cab short bed with the 5.0l, when i put my 52hp kubota on the trailer- dropped way to far, will this help?

Yes......it absolutely will help. I just put the ssa28 on my 18 Silverado. My third truck with supersprings. I tow a 5600 lb. Travel trailer and the SS eliminated my 500 lb tongue weight drop. You will really like the way they cancel body roll in your truck.

Q: Does this fit 2016 f150 xlt crewcab

Yes, I put a set on my 2016 XLT SuperCrew. Added about 2' of lift to the rear end dry. But when I hook up the 30' travel trailer it sits perfectly level front to back.

I don't see this helping reduce the stiffness of your suspension.Even though they're progressive overload springs they will firm up your rear suspension. I don't think this is the route you want to take.
