Does this fit manila folders?

The drawers are slightly smaller than a manilla envelope. You can fit them in, but it's a tight fit.

How much weight can the box support for things placed on top of it? I am thinking of putting a portable printer (5 LBS) on it.

I would not put a printer on it. I didn't keep it because it seemed too insubstantial. Fine for filing. Not as a printer support. It is attractive though.

Will construction paper fit in the drawers?

It depends on the size of paper. 9"x12" would fit.
