Hi there! It does not come with helium or a balloon pump. It does come with a tiny straw to insert into the champagne balloon. I'd recommend buying the electric balloon pump off Amazon that is pink with a royal blue handle. That is what I had and worked wonders. 🙂

Q: Can you put this outdoors against a brick?

No, it wouldn’t stick. And the balloons are so thin that just touching them to the brick would probably pop them

Q: How can I inflate the 40 inches champagne decoration

Well we purchased a pump but you could blow it up with your mouth but your going to be at it awhile. Buy a electric pump you will be much happier

Q: Are there instructions on how to put it together?

No. There are not. they give you an insert card telling you to go to their website to watch video instruction. We could not find anything so we searched on youtube. Unfortuantely there was only 1 somewhat helpful video all in fast motion which sort of helped give an idea on how to assemble. It was not very easy...Use the "command hook" type things they provide or it will not hold.
