i have an air compressor with a 1/2 hose with a male end. What coupler do I need to step down to a 3/8 female end on a pedal for a sand blaster?

Your 1/2" hose likely has 3/8" threaded male ends (but possibly 1/2" threads). The 1/2" hose spec typically refers to the hose inner diameter and not the threads. Assuming the hose has 3/8" threaded male ends, then you can use any coupler that has 3/8" female threads. I am assuming the pedal has a "quick connect nipple" for the air input ? Assuming this nipple is a 1/4" body nipple, then you would use a 1/4" body coupler with 3/8" female threads - our model IC1438FB6-B10-P. If the nipple is a 3/8" body nipple, then you would need a 3/8" Body coupler like out model IC3838FB-B10-P.

I have not seen a stated max psi. However, I have put 180 psi on my tank with no problem. I have a max 240 psi available and would not be afraid of that psi. Again I have not exceeded 180 psi.

Will this fit a parker 579?

This coupler is compatible with Parker 1/4" Industrial (20 Series) air quick connect fittings. This coupler is equivalent to a Parker B23 Coupler, and compatible with all industrial plugs (like Parker H2C and H3C). However I am not familiar with a "Parker 579" referenced in your question.
