Does the width measurement of 18.7 include the handle?

The 18.7” measurement DOES include the handle. Without the handle it is about 17 3/4”. But the handle comes packed separately, so it is up to you whether you attach it.

can it be used facing either way and still have the handle on the front? (reversible)

Both sides have holes for the handle, so you can reverse. However, it has a set of fixed wheels and a set of rotating wheels. Depending on location, you will also need to think about where you want the wheels to pivot and swap the pair as well. (pivoting wheels opposite handle is where I set mine)

Is it possible to drill holes in the back for power cords?

The body of the product is made of steel, so it is possible to drill through.

What is the distance between shelves?

The distance between the bottom of the cart and lowest shelf is 10.63", 5.25" between the two middle shelves, and and 6.88" between the upper shelf and top.
