Does one have to renew and pay additional funds for using Windows 10 after a year, or is license for duration of ownership?

Microsoft does not charge any kind of subscription/renewal for Windows 10, ever. Windows 10 licenses are for the lifetime of the computer. However, some people confuse Windows and Office, which are two completely different things. Many laptops will come with a trial or up to one year trial of Office, after which they'll encourage you to subscribe. Not subscribing does not keep you from using the laptop, only Office (Word, Excel, PowerPoint, etc)

Does this come with charging cord& battery?

Yes, the HP 15-dy1036nr laptop comes with an internal battery and an external power adapter for charging the battery.

can you use two fingerprints for starting for two people to use?

The HP 15-dy1036nr laptop does not have a fingerprint reader. But if a laptop did have a fingerprint reader, then you can register two different fingerprints on the computer.
