Can you mix a loud high frequency tone in before each thunder on a thunderstorm recording, to cause the lights to flash before the thunder?

Here's what I do: Use Audacity (google it -- it's an open source audio editor that is really easy to use) to open the thunder MP3 audio file. Move the Left channel (L for lightning) slightly ahead in the timing of the audio. If you want to get really fancy, move the quieter thunder farther ahead and the really big claps (closer storm) just ahead or right on top of the Right (for rain) channel). That will mimic nature more. Then when you output the sound, use a left/right splitter adapter (like https://www.amazon.com/gp/product/B000068O5H/) to send the thunder (Right) to the speaker and the lightning (Left) to the Perfect Storm box. This will flash the lightning first and will do it with an intensity that matches the audio.

does the product comes with a cd

Yes it did but you have to have a separate player with a decent sound system to play it the microphone needs to be close to a speaker.

is it on a cd for sound activated and continuios and for how long

Yes, it comes with a CD. It lasts about 45 minutes long. The system worked great. I used it as a Halloween effect.

Can this operate multiple lights or only one per unit?

Multiple lights. You just have to hook up power stick or extension cord with several outlets. There is a maximum wattage permitted, but if you use LED lamps, you can plug lots of them in.
