Finally found one...
Had been looking for one like this for a while...good to scrub neck line on collar shirts. Spray a bit of "Shout" and scrub a bit and into the wash... does the trick quite well.

Stiffer Bristles than expected
The bristles were firmer than expected. Be careful if using on delicate clothes. I was going to use this brush to rub in stain remover.
