Can this be spray painted?

Well, some people may want or need to spray paint it so it fits in with their color scheme. I'm buying an arch, but I will spray paint it so it's silver, because I have no gold in my wedding. Everything is silver. I don't like gold.

around how many balloons would it take to fill up the whole circle?

It depends on how full you want the arch to look. Id say around 150-200 if you do clusters of 4 balloons. I bought an electric air pump from a party store and i was able to fill several balloons in minutes.

Do you think wind could knock it over or cause it to flap around?

Yess!!!! The wind will knock it down. My advice is do what I did with mine. Buy some "Command Mini Hooks" and "Clear Monofilament Cord". Just stick the hooks and wrap the monofilament around the ballons once you have them on the arch and into the hooks and you are good to go. Just so you have an idea I initially just filled two 1 gallon Ziploc bags with sand and put them on each leg and the wind still knocked the arch down so tying it with the clear cord is what actually made it stand for the rest of the party.
