States 18 in 1 pack so I ordered 2 and I received only 2 brackets. Thought it was just a mistake so reordered and guess what I only received 2 brackets again. Hmmmmm

The product description indicates each order comes with 18 brackets, but the vendor only sends 1. Based on other posted comments, this is a recurring issue and thus intentionally misleading.
