It is moved around by hand when on. Don't worry you don't have to hand crank it.

Q: Does it use Velcro sandpaper pads?

According to the description this sander uses sanding discs which attach with hook and loop, which I think is the same thing as Velcro.

Q: So this uses velcro to adhere the sand paper to the tool instead of a hook&loop system? if that's the case, is paper hard to find?

Hook & loop IS Velcro. Velcro is just the trademarked name.

Q: What is the purpose of the batteries? It is electric but the description says it requires a battery.

Even the product title seems to be messed up. "20V MAX Orbital Sander Kit, 5 inch, 3 amp, Corded". If it is corded, it is not 20V; that would be for cordless (battery).
