Yes you put mesh part towards skin

Will this fit around the jaw and over the top of the head for post oral surgery and jaw pain?

Yes it would fit around your jaw/head. You can put it on as right as you need. Might be a little hard when they first come out the freezer but after a few minutes you’ll be fine!

Any good for treatment of painful shin-splints caused by running?

Yes excellent & because it comes with it own wrap around strap it means you can have the ice packs directly on the painful joints, hope they help I use mine all the time.
