How strong are these? My pdr guy says the cheaper kits bend if you have to work a strong panel.

They worked fine on 2012 explorer and feel very sturdy. Particularly true for the longer, thicker bars. For some tight spaces I had to use the littler bar and it never bent either. used them one 2 other similar year foreign and domestic cars. no issues. I get a hold of a 1960's car.... the bigger rods I think would work fine.

some are but if f150 aluminum probably not.

Can these be used for small seats on a plastic bumper (2019 RAV 4)?

I'm not sure what you are asking, however, these rods are intended to push metal dent on fenders, trunk lids, hoods, etc.. If you are wanting to push dents and creases on plastic bumper covers, this would surely be of use IF you can access the dent from the back and if the rods are the correct angle and length. Although, it's not very likely though due to the tight fit of the bumper cover.
