Possibly old stock??
On unscrewing the cap, there was a pinprick hole in the protective foil inner cap. On opening this, I found the fluid to be a dark brown colour and 'sludgy'. Whether air had got into it and affected it in some way? Nonetheless it seemed to do the job well enough.

Effective and safe to use for normal flushing. May need to leave in for a few days. Try tapping the bottom of cold radiators with an indoor (soft) hammer such as a white faced one: careful if the attached pipework is not copper.

A boiler and system is too expensive to save a few quid on other products
This is quality, twice more expensive to cheaper generics - but it will help keep your boiler and rads in clean condition
