Does this have a wall outlet plug or just for car?

It's 110AC wall plug only. No car adapter.

The collet bored out after just a few uses and now won't hold the bit making the tool useless. Where are we to get a collet replacement?

Take the old one to want tool store, it's a standard size, make sure you tighten it with wenches in the future to stop this issue.

I think sharp peddle is better, because of the way the tool holder, holds the tool, tool holder is designed better!!!
