Temperature has little effect on the glow. Ultimately it is how much and how long the exposure to the sun was as to how much they glow through the course of the evening

How long to recharge in sunlight from inside window?

A window is fine for charging but intensity to some degree and mostly length of exposure will determine how long into the night it will glow.

Can these zipper pulls be used on a ski jacket or parka?

You can attach them to any zipper pull. They just loop through the zipper tab hole, then over itself to secure it. As long as the zipper tab has an opening you should be good.
