I keep seeing this figure at around $25- $30 range on eBay. Are they knockoffs?

Most likely yes, or a scam. I personally wouldn’t trust it. I’ve tried to buy figures like this from no name companies for around $30 and it didn’t go well. However there are 3 models of this figure in circulation. Each come with a little bit different accessories. Typically the newer the figure the cheaper it is because of availability. As the figure gets older and fewer are available venders will raise the price. That’s how the hot items are at-least. Your less popular figures will most likely get cheaper as they get older so venders can move them out of inventory. However Ironman is a very hot item right now. The first figure to release like this is going for around $200 on amazon and the other two that more recently released are going around $100. Hope that helps.
