Yes you need fluid. Zippo fluid is recommended, but ronson lighter fluid works just as well

Is it a lighter not a kit?

Not too sure what you mean by kit, but the lighter comes with everything except lighter fluid. So it comes with the wick, flint, and cotton. Sorry if that didn't answer your question but I like it and use it every day. I'd say for the price it's a pretty good deal.

The lighter itself doesn't seem to lock in place inside the housing. When I open it sometimes I have to push it down. And the top is kind of loose?

No problem with housing top is a pinch loose we have had it for a year already
