Q: does this really have a backing you peel off like carbon fiber vinyl?

Yes it does. It goes on just like a vinyl graphic. I highly recommend it and some states can be lets say picky about tinting lights so it easy to remove as well which the vht paint tint is about an hour to take off plus ruins the clarity. With this tint its was easy for me to put on and easy to take off when I sold the car without damaging the clarity.

Q: Is one order of this enough to cover both headlights and taillights on a 1992 dodge stealth? Or should i get 2?

I wouldn't cover headlights with this and would only cover the tail lights if you install some XP80 LEDs from Diode Dynamics. This tint is DARK!!!

Q: Is it legal to put on these tints in California?

It is illegal to tint your headlights or taillights in most states. Don't know a case of this, but you could possibly be sued if someone rear ends you because you altered/reduced the visibility of your taillights.

Q: Would this cover my 2019 Ford Fusion tail lights ?

It's 12x48 inches. I'd say yes, but I don't know the size of the tail lights.
