What does 0 5 4 mean? i thought it was supposed to be 20 20 20 for npk ratios.

0 5 4 means it has 0 percent nitrogen, 5% phospherus, and 4% potassium. 20-20-20 is 20% all around

Is this suitable for semi-hydroponics? i plan on using leca as the substrate

Yes. This can be used from straight hydro to soil, by following the recommended procedures. Semi hydro should probably be similar, dosage-wise, to straight hydro, I should think.
