Can it be used to cool the interior of a car on hot days?

It will cool anything. However, the volume (even compressed within a can) isn’t sufficient to cool something as big as a car. You might be able to reduce the heat on a seat or the steering wheel so you can touch it, but that’s about it. Not the majority of the interior. An analogy might be: an ice cube can cool a glass of water, but it can’t cool a pool. You have the same limitation here, and I doubt you want to spend $15 to modestly cool your car every 5-10 minutes before the sun reheats it.

can I use to cool chocolate for sculpting?

I wouldn't directly spray, but it could technically be used on a sealed container of some sort(aluminum, copper, etc..) surrounding it without causing harm.
