Why is this overpriced?

Presumably, if pricing is above what you consider to be a market price, it would be because this model has been superseded by the Pi 4 so is in short supply. You should buy a 4 instead of a 3 unless you have specific needs (e.g. a hat that doesn't work with the 4).

does it come with a micro as card,if so,how much space does it have?

It does not come with an SD card or any other accessories. Just the board in a anti-static bag and a small printed quick start guide.
