Yes it’s expensive but if you need pipe insulation this size it’s all about the same price and this is a good product

What is the maximum pipe size this will fit? looking for 1.5" interior pipe size (ips)

It will fit a 1.5" pipe max - it will be pretty snug but it will fit.

Can i use this on my hvac outside?

I used this on my backflow preventer outside and worked great. had multiple days freeze and zero issues while neighbor's backflow preventers were blowing in the neighborhood with some frequency. Don't see why it wouldn't work for the HVAC as well. FYI - I also used insulated tape to ensure the pipe insulation didn't accidentally open up due to weather or accidental contact with yard equipment.
