Is this safe for toy dog breeds?

I used on my schnauzer who was severely matted and could not remove any matting without causing the dog much discomfort.

I am left handed and I would like to know if the blades can be transferred to the other side of the tool.

Yes, there is a screw you take out and can switch the blade to go the other way.

could it clip the fur instead of using electric clippers

I wouldn't say it clips like an electric clipper so I would say no. It's very good at combing through knots in the fur.

Are the blades sharp as compared to the Mars Coat King(which is an undercoat rake)?

As far as I can tell the blades are fairly sharp but well protected. I used it to remove mats from my adopted cat and it worked well but did remove some hair that I hadn't intended to remove.
