Are the blades sharp?

Not sure about what you consider as sharp, but i used it to cut some cat 5e cable. I cut off as little as about 1 mm to even each wire prioir to inserting into the cat 5e connector. it worked great

Are they rated for cutting acsr?

Yes any other type the stripping holes are designed for American size cable but being in uk I gave used them on 1.5, 2.5, 4.0 mm cable with ease

Both are very handy when needed for both assembly line and electrical work but I love Klein cause they are worth the money spent and Milwaukee 6 and 7 in 1 pliers and 48-22-6579 combo strippers as well.
