can i use with a makita scroll saw?

If your makita scroll saw uses 5 inch blades, then you can probably use the converter. Mine needed a little modification, but works perfectly.

I cant afford a new saw, would this work on a porter cable 18 inch saw?

While I do not know the construction of a PC saw, I can tell you that the kit mounts on the arms using existing tapped holes in the arms. They need to be 8-32 and located about 1/4" from the ends of the arms. The top side of the top arm and the bottom side of the lower arm need to be flat for the blade mounts to work. If you meet those conditions, I can't see any reason you can't make the kit work.
