Is 1 teaspoon good for a 10 gallon?

1 teaspoon is way way too much for 10 gallons. Less than 1/8th of a teaspoon for 10 gallons - I'd suggest 1/16th.

How much do I use for a 75 gallon tank?

One level teaspoon of ammonium chloride is approximately 4.5 grams, 4.5 grams per 100 gallons of aquarium water will create an ammonia concentration of approximately 4 ppm. I would start with half a teaspoon. Check the level of ammonia, if you still haven’t reached 4ppm then add smaller doses until you do.

Typically you try to keep chlorine out of an aquarium (esp. saltwater). My goal is a fishless cycle; is there a reason to use nh4cl over pure nh3?

My thought is that the dechlorinator used in water changes should remove the chlorine put in when using the Ammonium chloride. It worked for my fishless cycle.
