Will this work for cultivating mold, fungi and bacteria?

You could probably use it to create a reasonably good nutrient agar if you combined it with some nutritional yeast. That should work for cultivating bacteria or fungi. Keep in mind that this isn't pure agar agar powder, though. It also contains sugar

Is this packed near Diary products? Nuts?

Can you use this to thicken fresh cream to pipe on cupcakes x

Yes! Vegetarian/Vegan gel can be utilised to thicken fresh cream, Guar Gum requires concentration of 1 teaspoon per 240ml (1 cup) of cold cream. Have a great bake off!
